Elizabeth Embry to be the first recipient of the Maryjoel Davis Collaborative Justice Award

Elizabeth represents Baltimore’s District 43A in the Maryland General Assembly, and sits on the House Judiciary Committee. PREPARE is delighted for Elizabeth to be the first recipient of the Maryjoel Davis Collaborative Justice Award, in recognition of her leadership on the Parole Reform Act of 2026, which increased transparency, accountability, predictability and public safety in Maryland’s parole process.

PREPARE was built upon foundations laid by Maryjoel Davis during her decades supporting men and women in prison. Maryjoel has always embodied a spirit of collaborative justice.

By collaborative justice we mean:

  • Improving public safety by ensuring that people who are incarcerated have the education, tools and opportunities needed to improve their lives and work towards a successful reentry.
  • Being pragmatic and constructive and listening to all voices at the table in the criminal justice space.
  • Encouraging and supporting people to take responsibility for their past and agency over their future.

The Maryjoel Davis Collaborative Justice Award is to be given to a person who has embodied Maryjoel’s spirit of collaborative justice throughout the preceding year.

Please join PREPARE in honoring Delegate Embry.
